When, for me, there isn't a good permission system, this version add it.
Now:

• You can change the permission which they use the default system (PermissionEX and GroupManager)
• You can use custom permission system, like a table in a database.
• canBeHigher is if you use an integer
• This system is for Spigot and Bungeecord !

And, i've added Scaffold to the detected cheat.
Better compatibility 1.7 (some errors could be appear)
Some bug fix.
