Changes:

Commands now work before the world is done loading, making debugging using the /upload command easier.
Converted the scenarios under default enabled and voting blacklist to keys. (Lower case with underscored)
Removed loot table randomized drops system for 1.15.
The scenario edit menu now has multiple page support, making it easier to add more scenarios in the future or through the API.
Made changes to the Scenario API.
Cleaned up plugin code.
