Added new command: /lottery reload -> Reload config and language files.
=> New line in langauge files
=> Added new permission lottery.admin
Removed unnecessary part of code.

It is very Important add new line in file for langauge. New languages files, you can find in main page of resource or you can delete langauge file. At start of server, plugin automatically create new langauge file.
