Updated plugin to 1.16.2 ⭐

Changes:

• Changed API version from 1.15 to 1.16.
• New configuration file with more possibilities.
• You can now configure how much damage and how large radius different types of explosions do.
  Only blocks registered in health map is affected.
• Please do this if you use MC 1.13.x - 1.15.x.
