Update 1.6.4 - Added block whitelist and blacklist per hook

This update contains many quality of life fixes, bug fixes, and new features!

Hooks now have entity whitelists, entity blacklists, block whitelists, block blacklists, and options are now tied directly to a hook ID (set in the recipes.yml) that ties all features to that hook. (So no more having to recreate hooks when you change settings on that hook in the recipes.yml file)

The bug has also been fixed that affected Paper servers.

A reload command has been added.

The '/gh give' command has been revamped with the new ID system and tab autocomplete has been added for commands. Some permissions have also changed so please see the main page.

Most importantly, YOU NEED A NEW RECIPES.YML FILE. SO PLEASE DELETE YOUR OLD ONE AND ALLOW A NEW ONE TO BE GENERATED.

Bugs have been fixed and features have been added!
