1.15.2 fixes + features

As per usual, put any issues on the Citizens bug tracker at https://github.com/CitizensDev/Citizens2/issues
- Due to a Spigot file size limitation, support for 1.10 is no longer available on Spigot
- Added new /npc command features (--delay, Bungee /server integration)
- Performance improvements, including /npc lookclose optimisation, /npc path caching and more
- Various bugfixes, in particular to scoreboard conflicts, controllable NPCs and many more
