New Feature: Encampments
Encampments are lightweight, special-purpose outposts that allow alliances to project influence without fully expanding their main territory. They are built on normal clan claims and follow simple but strategic placement rules.

This system is designed for servers that want controlled territorial expansion, forward operating bases, temporary war camps, and localized regional control.


️ What Are Encampments?
Encampments are:

• 
  [] Built from normal claimed chunks (they consume a clan’s claim limit)
  [] Sized using an N×N footprint (configured in encampments.yml)
  [] Required to be at least 1 neutral chunk away from any other encampment
  [] Fully tied to the owning alliance
  [] Removable with automatic refunds (if enabled)
  [] Great for front-line bases, gathering posts, or temporary forward hubs

Each encampment receives:

• 
  [] A unique name
  [] Protected footprint
  [] Optional refund on removal
  [] Cost scaling based on settings
