You missed including more information. It's not clear exactly what the plugin does. Furthermore, when you try to download it, what you add is a .zip with project files (i.e., the .java primary key plus the plugin.yml), when in reality you should compile it and get a .jar file that would be the functional plugin.

It's missing customization options, a config.yml file, screenshots, and documentation explaining how it works.
