[1.0.6] Added Blocked Mined Rewards + few bug fixes

Additions

• Added "version" sub-command to "/prisoncore" command. (Includes new configurable message - "messages.Version")
• Enchants now have an option to require the pickaxe to be a certain level to purchase it
• Added Blocks Mined Rewards. (New file: blocksminedrewards.yml)

Bug fixes

• Fix bug with Quick Actions not seeming to save the default lay out
• Fixed bug with WorldGuard not registering the BLOCK_BREAK flag for Explosive enchants, but instead the PASSTHROUGH flag.
• Fixed "Blocks Mined" not being updated on a pickaxe.
• Fixed bug when removing an Enchant to obtain an EnchantPaper.
