It is a big plugin. It has a lot of features wich requires more MB. These features aren't that small. The punishment feature is one of the biggest of them. There are other plugins out there that are even bigger. For example FastAsyncWorldedit? That is almost 30 MB. I don't think 19 MB is alot.
