New subcommand: reload
• Reloads the config.yml file.
• Required permission: lscc.reload.

What's new in config.yml:
• Two new lines have been added to customize the reload command messages.
• You can now modify the notification messages so that whenever a new plugin version is released, you'll be alerted via console or in-game chat, complete with the link and version details.
