Here is a new commands:
You can enable Transfer Spawners in config.yml

- /spsetowner <playername> : With this command, a player can transfer a spawner to an another player (Player command, permission is SpawnerLock.setowner)

- /spsetowneradmin <playername> : With this command, an admin can transfer a spawner to an another player (Admin command, permission is SpawnerLock.setowneradmin)

- /spinfo : With this command, you can learn whose this spawner is (By default admin command, permission is SpawnerLock.spinfo)

Note: you have to look at a spawner while executing these commands
