this is for BlockDropItem which will change raw ore into smelted ores if player has enchantment smelting_touch, how to enable this feature?
just download a datapack which has the enchantment smelting_touch

Why not just make a whole new plugin for this feature?
just for one event, it only make since to add it in Essentials features
