Adjusted permission checking for flying with Elytras, where it'd check even if a player isn't flying.
Added the following effects for flying with an Elytra (CHERRY_LEAVES, SQUID_INK, SOUL_FIRE_FLAME, SCULK_CHARGE, SCULK_SOUL, SCULK_CHARGE_POP) which can be granted to players using the /elytramanager give command.
