Changes:
- You can now enable or disable the ability to chop down a tree.
- Added test effects after cutting a tree.
- Added a new menu for players.
- Now the admin menu is accessible by the command "/timber admin"
- The menu for players is available using the command "/timber"
- Tree cutting effects are available under the right "timber.useparticle"
