- Added permission playerchannels.create to disable people from creating a channel entirely

- Addeed create.number to determine how many channels a player can create

For example, group 1 with permission playerchannels.create.2 will only be allowed to create, at most, 2 channels.

To set a default for everyone, there is an option in the config.yml

# How many channels should a player be able to create if no limit is specified
default-channel-limit: 3

To bypass creation limit, just use permission playerchannels.create.*
How to install:
1. Download 3.7.3
2. Add the following to your config.yml
