create gps points and get the path to them

GUI, New Commands, Bugs Fix

After the update, if a player enters the /gps command, they no longer receive a message in the chat, but instead open a GUI menu if at least one point has been created.

New commands have also been added:

/gps reload - for reloading the configuration (permission: mGPS.reload)
/gps help - for displaying a help message.

And the following bugs have been fixed:

Fixed an issue where a player would receive chat messages if they dropped the compass and then came to the point.
