- Creates the set-weather-location command, which lets you set the location used to pull weather data from via latitude and longitude in-game.
- Fixes a bug that prevented latitude and longitude values from being loaded from the configuration files correctly.
- Fixes an issue that caused background tasks to not shut down correctly when the server is stopped.
