Implemented the suggestion of @Lord_Baygon (thank you!)

Added permissions to the plugin.
Now, to let players experience UwU mode, they need one of these permissions: uwu.translate.low, uwu.translate.medium, or uwu.translate.high.

Added translation chances in the config based on player permissions (0-100)
high-translation-chance: 50
medium-translation-chance: 25
low-translation-chance: 10

Make sure to assign the appropriate permission to your players!
