New Commands:

• /reports [reload] - Displays the plugins version.
• /reporthistory <user> - Shows the report history of the specified player. (reports.history)
• /reportlist [all|active|inactive] - Lists all reports from newest to oldest. (reports.list)
• /setreport <id> <active|inactive> - Sets the status of a report. (reports.set)

Reports are now stored in a database and can be viewed and managed at a later time.

lang.yml has been renamed to messages.yml and has been entirely rewritten.
A config.yml has been added, but it doesn't have much use yet.

Temporarily removed HEX color support.
