Bug fixes and pause whilst offline

- New config option "countdown-while-offline", setting to false will add the amount of time that server was offline to sign cooldown, essentially pausing countdown.
- Made more robust to random server crashes / force stops
Bug fixes:
- Compatibility issue with geyser causing it to not load with dead bedrock player fixed
- Dying void sometimes causing death sign to not be created
