BugFixes and Towny's protection improve
BugFixes:
  1. Fixed bug when plugin startup with error via configuration value mistake.
  2. Messages.enabled don't affect to commands response anymore.
Faction's protection improve:
  1. Now you can allow your allies or players who in one nation with you to carry on animals in your town. You can enabled it in configuration file.
