Last preparation update for modular system/recode. (Features will be re-implemented after recode)

* Now you can remove all the things you dont need from CTSNC completely (Example: Scoreboard)

Commands:
* Option in the config.yml to enable the "/CC" cmd for chat clear!
* New: /CC -> Clear your chat or from all players ( CTSNC.CMD.ChatClear)
