- feat: new localization system
- The new runtime auto-generated localization files is named 'locale.yml'
- This file will generate localization files with the following priority: Existing locale.yml (that may be modified by the administrator) -> translated message_xx-XX.yml -> original message.yml of the localization file (Chinglish )
