0.2RC Permissions update

Version 0.2RC changes:
- Players now require permission "indoors.use.others" in addition to "indoors.use" to use /indoors (username)
- Players now require permission "indoors.use.xyz" in addition to "indoors.use" to use /indoors (x) [y] (z)
- Added new option in settings.yml
