Server managers:
- added a message output for tooexpensivefix when the "Too Expensive!" tag shows
- added a new config option to change the type of output for the above addition
- added an automatic file updater when changing major versions. (Your 1.0.x config files will auto update to 1.1.x!)
- added /ivt version and a permission alongside it
Developers:
- added new enum OutputType
- better code structure + comments

Was gonna wait for 1.19.1 but who knows when that is comming out. Going to release now.
