New Features & Commands
- Added new custom "Zip Cuffs" item and an Interaction Handler to allow Bounty Hunters to arrest / cuff players instead of just killing them
- Added new commands for Cuff functionality as well
- Added "cuffed" feature to arrested players, not allowing them to interact with anything
- Still a BETA feature!
