1.17 update

Just in time for Christmas!
- Updated to 1.17
- (should) work for regions smaller than a chunk
- no longer affects the entire chunk
Do note that the client interpolates biome data to make biome edges appear smoother. To ensure that snowfall is definitely visible, you should extend your regions by 4-5 blocks.
