This plugin causes lags and makes tps as low as it can ever get. It is also totally useless and makes no sense.

The description of the plugin says what it does. Just because a plugin is useless doesn't mean it's bad. The plugin does not squander the TPS of the server at all, if you look at the source code of the plugin, you will see that there is nothing at all that can load the server.
