Added language support [Set at config.yml]

NOTE: The language added are not totally accurate but it can be helpful for some players to understand. If you are using the previous update [1.1], make a backup and delete the old config.yml

• Added /fishstart command [start the event manually]
• Added Selling Fish Prices at config.yml
• Caught fish chat message is moved to subtitle to avoid spam
• Selling spam is reduced to 1 line instead of 8[max]
