Low level, low effort resource.
Something like this would take a couple minutes to write.
Any newbie Skripter could easily write this.

A couple other things wrong:
1) looping 1000 times. Completely unnecessary, the chat only holds 100 lines, a loop of 100 is all you need
2) using broadcast... why? Broadcast sends to console as well. This is called clear CHAT not clear CONSOLE

I recommend when posting resources, put some effort in.
We don't need 100 more single command scripts on SpigotMC, we've already got too many.
Make something unique.
