This update should fix the scoreboard not updating correctly. I have also added to lang_EN.yml vote-tie, so if the vote ends with equal amount of yes and no votes, then it will let the users know correctly. Also when the vote is tied, the time will not be changed.

lang_EN.yml file has to be regenerated to work correctly.
