- Removed locked-tag from specific tags. (replacement: global-locked-tag)
- Removed settag argument (use /tag edit <identifier> tag ...)
- Optimized tag handling & removed old messy code.

- Imported runtime issues for lower versions.
- Incompatible InventoryView issue for lower versions.
- No tag access message not respecting `gui-messages` toggle.
