Game Rotation bugfixes

Fixed players being added more than one time to the game.
Fixed spectator state not being removed from spectators.
Fixed spectators being able to pass through checkpoints and game checks.
Fixed players being added to the queue multiple times.
Fixed players not being removed from queue when they leave the server.
When joining a game as spectator, the spectator will be sent to the game spawn.
To avoid issues while the game instance is being swapped, players are no longer able to join when the game is ending. You can change the message that the player will receive at Messages.Bungee-Cannot-Join-Ending.
Confirmed 1.21.6 support, if you are having issues with disconnects update your Spigot build or use Paper.
