Removed bypass cooldown and removed unwanted permission. You get the tab-complete automated with
phook.admin now. To have essentially 0 cooldowns you can simply set the cooldown per hook or in general config to 0.1.
Fixed phook.use and phook.sound not working correctly. Sorry for that.
