Added Vault chat formatting, when restarting your server use-format and format should be added to your config.yml by default it is turned off.

Added a player-side message for receiving resets, when restarting your server reset-received should be added to your messages.yml

Because I'm very smart I actually forgot to register placeholders for PlaceholderAPI, which is fixed now.
