- Added new toggle command which allows you to toggle automated announcements on and off, /announcer toggle.
- Added a command to manually broadcast an announcement which accepts {hover|messages} and PlaceholderAPI placeholders, /announcer announce <message>.

- Re-located ALL old commands to be a sub-command of /announcer (All of the old permission nodes are still in use, so you won't need to change anything!)
- Added a proper help message, including sub-commands the user has permission for, /announcer.
