Simple Halloween -----
This plugin adds Halloween elements to a Minecraft serverAdded new command
/hw - Launches rain on the player
/hw <target> [duration] [power]
You can use * insterad target player to select all online players
By default power is 0. I limited the power value to 100 so that the server cannot be broken.
Permission: halloween.command.rain
