[MINOR] Added a GUI
- Bug Fixes:
- Fixed a crash bug when using /svm restart
- Fixed Console messages having a [STDOUT] prefix.
- Fixed incompatible API error when using the correct Spigot/PaperMC API on /manage stop (Note: This error will continue if you are still running an incompatible server version)

- Change Notes:
- Added a GUI to /svm gui for ease of moderation.
- Removed /manage attack after fully creating the feature, due to PaperMC/BungeeCord crash bugs.
