Bug Fixes & Improvements:

+ complete modification of the locking system

New Additions:
+ added command / stc add and command / stc remove to add and remove directly in game.
NB: By using this function, the permission message and the command will be blocked but a restart is necessary to remove the command from the TabCompletor
