If you are upgrading from 1.3.x, your worldconfig.yml and landdefault.yml will be no longer working. You need to do those steps:

1. Stop your Minecraft server
2. Rename worldconfig.yml and landdefault.yml to worldconfig.yml.bak and landdefault.yml
   
3. Restart your Minecraft server and new files will be regenerated

You need to push back manually your modifications. There is no automatic conversion. Sorry.
