biome selection speedup
- do biome checking before chunk loading
- extra null checks in vault checker
- biomes get 10x the attempts because they're faster to check
- added fill pause and resume commands
- pause on shutdown
- resume on "/rtp fill"
- fill default region if no region is specified
- API functions for UUID and OfflinePlayer
