A few new commands and a bug fixes

NEW | New command /rtplugin, it is now the main command for the plugin
NEW | Added /rtplugin reload to reload the config file
CHANGED | /rtpsetborder is now /rtplugin setborder
- /rtpinfo is now /rtplugin help
FIXED | Fixed the config not saving when changing the border with a command
FIXED | When teleporting another player with /rtp [player] if the command sender was not in the overworld and the target player was, the command wouldn't work
