Added toggle for most commands

What's new?
- Some small fixes

- New config options to disable commands completely.
I would recommend disabling /mod and /reports because they have some weird behavior that needs further testing. The default config section now has these commands disabled. @Dejwid7123

How to update:
1. Replace your old jars with the new version
2. Add the following to your config.yml for every ProStaff folder
