Minor Bug Squashin & Nicer Update Checker
CHANGE » Updated version checker to check the Major, Minor, and Patch (major.minor.patch) to see if an update is valid.

- Updated library to 1.0.9
- Adds better update checking
- The update check will now check the Major, Minor, and Patch number to see if there is an update available.
- This also removes the Utils#debugLog(boolean, String...) method in favor of providing a global debug variable in Utils.
- Bumps spigot-api version to 1.20.2.
