Ever wanted to manage all of your reports IN GAME and have it done effectively?[2.4.0] Toggle-able header & footer setting + performance fix up
(1) » Added "Use-Header-&-Footer" under the settings category in the config.yml
(2) » Made a few new events to reduce overall plugin size.
(3) » Added bStats for data purposes.

Note » The new setting is set to true by default. Toggling it will remove the header & footer from the following messages in the config.yml (under the messages category):
» Specify-Reason
» No-Permission
» Cant-Report-Yourself
» Player-Has-To-Be-Online
» Reports-Empty
» Reloaded
» Reports-Cleared
» Nothing-To-Clear
» Args-Error
Please simply add the new setting to the config.yml.
It's one addition, I wouldn't recommend deleting
your config.yml unless you changed nothing.
