Fixed a bug caused by paper.
paper.yml has a configuration option called armor-stands-tick. When set to false, armor stands will always have zero velocity. This plugin relies on an invisible armor stand to represent the thrown axe. Now, that armor stand is forced to tick, even if the configuration property is set to false.
