Improvements and fixes
- Some of the commands didn't used to send confirmation messages. They do now
- Added command /clearrunners and /clearhunters
- As is inferrable, they remove all runners and hunters respectively
- tell-runner is now configurable in the .sk file, alongside tell-distance
- If true, the compass will now tell the name of the runner it is tracking - this is similar to tell-distance
