Changes:

• Fixed papi parse --null InfiniteCropsPlaceholders throwing errors
• Fixed world guard regions without break stops op from breaking blocks
• Fixed SuperiorSkyblock2 on 1.21.8 throwing errors if using dev builds
• Fixed Applying texturepack even if external or webhost is disabled (which interacts with other resource pack plugins)
• Added boolean value to disable using resourcepacks (use it on your own risk, you won't get any texture update)
