- Add WorldGuard region flag `grappling-hook` to control the use of the Grappling Hook.
- Add config message `cannotUse` that is printed when:
- The player does not have permission to use the Grappling Hook
- The WorldGuard grappling-hook flag is set to Deny
- The Grappling Hook is on cooldown
- The Grappling Hook throw event is cancelled
